Sheriff takes a turn at catch & release

What does it take for someone to get locked up in Hinds County? 


JPD arrested Devon Mordacure on October 27.  JPD received a call late that Friday night that a man had been shot on Memphis Street near Lampton Avenue.  JPD officers found the victim on Lampton Street.  He told them that the shooter was on Lampton Avenue.  The victim survived. 

PD officers saw a group of people on Memphis Street.  Mordacure broke away and led the police on a short foot chase.  Mordacure allegedly pulled out a handgun and aimed it at his pursuers.  The two officers fired at Mordacure, striking him.  The officers were not injured.  Mordacure was arrested and transported to UMMC where he was was in stable but critical condition.  Mordacure stayed at UMMC for several days.  JPD charged him with aggravated assault.  Then the fun began.

JPD sources said the Raymond Detention Center refused to accept custody of Mordacure because he would require future medical treatment.  JPD  had no where to place the would-be cop killer so he was released on his own recognizance.  He was not listed on the jail's roster Thursday nor Friday.  However, the story gets even better.  Check out this thug's criminal record.



*Case #1: Modacure was indicted in November 2014 for stealing a Glock pistol in September 2014.  Modacure pleaded guilty to one count of possessing a stolen weapon but the case was remanded to files.  The prosecutor was none other than Ivon Johnson.  Judge William Gowan approved the plea agreement on June 23, 2015.

*Case #2: Modacure learned from his experience that crime does pay.  A grand jury indicted him for carjacking and robbery on June 26, 2015 for crimes allegedly committed in February 2015. The media even covered the carjacking when it took place. Modacure pleaded guilty to simple robbery, carcjacking and  motor vehicle theft.

Judge Gowan sentenced him to serve ten years in prison on the simple robbery charge but suspended six years of the sentence and gave him credit for time served in jail as well as a term of three years of post-release supervision.  The motor vehicle theft and carjacking convictions carried a prison sentence of five years but Judge Gowan suspended four years of the sentence and imposed a probation term of one year on the defendant.  Modacure again received credit for time served in jail.  He was sentenced on October 9, 2015. 

The prosecutor was again Ivon Johnson.  The 2014 indictment that was remanded to file was never activated" even though Johnson prosecuted both cases.  Welcome to Hinds County.

*Case #3: Yet another Hinds County grand jury indicted Devon in April 2016 for possession of cocaine in March 2014. The indictment states he was convicted of shooting into an occupied vehicle on June 23, 2015 although he was indicted for the crime in 2013.  The indictment classifies him as a habitual offender.  But wait... despite all of these indictments and convictions, Assistant District Attorney Shuante Washington agreed to remand the indictment in February 2017.  Judge Winston Kidd approved the remand.

The Mississippi Department of Corrections granted "earned supervised release" status to Modacure in May 2017.

However, a little bird who just happens to operate a website notified MDOC of Modacure's misdeeds Friday afternoon.  MDOC took him back into custody during the weekend since it still retains supervision over him.*  However, it appears  he is scheduled to be released in December. 



Kingfish note: Thank goodness for MDOC or else this thug would still be running around footloose and fancy free.  Note to Victor Mason: We know you have to watch jail costs but THIS is the kind of hoodlum we expect you to keep in the jail regardless of the cost.

*Different from probation or parole where MDOC has to file a motion of revocation and then wait for a hearing.

Judge Gowan has sold his soul to keep getting re elected, What a shame Bill.

Obviously Victor again, doesn't believe this type of info can be researched, much less published or posted. Victor could care less and will deflect this to the judicial system instead of him being locked up.

Victors way of handeling everything is, tuck tail and run and act like he doesn't know anything.

Again, this clown will be voted out and justice will be brought back to Hinds County.

How do you manage to blame this on the sheriff? Hinds County never took custody. How could they be blamed for catch and release?

Stop locking up people for nonviolent drug offenses and free up prison space for people who pose a threat of violence to the community.

Insufficient funds to take an aspiring cop killer into custody?

Medical bills for inmates aren't free, but neither are medical bills for LEOs who get shot the next time they try to take this trash into custody. If they aren't killed outright, that is.

Good grief, this gets more depressing every week.

You are danged right they need to keep him. When he steals a car, it’s hard for us to identify him with our Hinds County resident scanning services posted at the river bridges into Rankin County.

Shoots at people in cars, carjacks, shoots people on the street, aims gun at cops, this is the kind of thing I don't mind taxes paying for if that is what it takes to keep him off of street. Chances are strong that he will likely kill someone if left free. How much is a life worth?

For those of you wanting to separate NE Jackson (City of Eastover or City of Ridgewood just 2 possible names) into its own city better hope it get accepted into Rankin or Madison Counties. If not, it’ll still remain within the screwed up Hinds County Judicial System.

I agree this person needs to be punished. We need to stop asking law enforcement to fight the unwinnable "war on drugs" so that they can focus on real violent crime.

“Welcome to Hinds County”? The last I heard judges (like Kidd and Gowan) are elected to try and be fair to all parties not to be able to predict what the future holds for each Defendant. You blame the system if it gives someone a harsher sentence for being too tough and then blame them for “letting criminals loose” if they get off too light. Judges aren’t elected to please everyone because that would impossible… we as the public only know surface-level facts most of the time

Why would you disrespect the judges? Its the legislature yall are mad at. They keep taking power away from our judges with these mandatorry sentencing laws and what not. The judges don’t even have a say half the time anymore

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
