PSC to Kemper: No Mas

The Public Service Commission issued the following statement yesterday.

At its open meeting Wednesday the Mississippi Public Service Commission unanimously passed a motion instructing counsel to prepare an order pursuing potential solutions regarding the Kemper County Power Generation Facility. The order will be presented to the Commission at its July 6, 2017 meeting.

As part of the order, a new docket number will be opened encouraging a settlement to resolve some or all matters in question. The Commission believes the following areas should be resolved by Mississippi Power Company, the Mississippi Public Utilities Staff and intervening parties, and that any settlement presented to the Commission should include the following:

• Remove risk from ratepayers for the lignite coal gasifier and related assets
No rate increase to Mississippi Power Company customers. The Commission strongly encourages serious discussions leading to potential rate reduction, particularly for residential customers
• The settlement should include modification or amendment of the certificate issued in docket no. 2009-UA-014 to allow only for operation of a natural gas facility at the Kemper Project location.

Any settlement shall be filed with the Commission no later than forty-five days from the effective date of the order. If a settlement is filed, a hearing will be set forty-five days from the date of the filing and a scheduling order entered. Mississippi Power Company will be required to notice all customers individually of the settlement docket.

Southern Company Says Kemper Not Viable as Coal Plant, Blames the PSC

Barbour was both a governor of Mississippi and still actively lobbying for the company in early 2008 when he and Southern officials launched an all-out campaign to convince the Department of Energy to transfer an existing grant to build a 285-megawatt coal-fired power plant in Orlando, Florida to a new site in Kemper County, near the Alabama border.

... documents obtained in a Freedom of Information Act request from the Department of Energy, which has provided a total of $407 million in grants for Kemper, demonstrate that the impetus for the facility came from senior management at Southern, including then-chief operating officer Fanning, and from Mississippi Governor and longtime Southern Company lobbyist Haley Barbour, who pressured first the Department of Energy, and then enlisted the secretary of energy himself, to pressure Mississippi’s three PSC commissioners into approving plans for the construction of Kemper.

Barbour had personally lobbied for Southern Company for more than a decade before he became governor and began representing it again upon leaving office in 2012. Despite the questionable ethics of a sitting governor working hand-in-glove with his own lobbying firm to reel in more than a quarter of a billion dollars in DOE money for Southern Company (Barbour defends himself by noting he put his 50,000 shares of BGR in a “blind trust” when he became governor), the meeting with DOE Secretary Bodman took place on February 26th.

While neither of the new commissioners – Sam Britton and Cecil Brown – has made a public statement on the project lately, Britton’s campaign manager during his PSC run was Austin Barbour, Haley’s nephew, and a principal in the GOP-focused Clearwater Group, whose other partner is Arnie Hederman, former chairman of the Mississippi Republican Party.

Though his gubernatorial term ended in 2012, Barbour himself was deeply involved in the PSC races, and is believed to have hand-picked Britton to run in the Southern District against Democrat Tom Blanton, who financed a series of legal actions that overturned an 18 percent rate hike by Mississippi Power to help pay for Kemper.

Britton is also connected to Barbour through his wife, Robin Robinson, director of organization, development and corporate communication at Sanderson Farms, the third-largest poultry producer in the country and a major Barbour financial and political backer. While governor, Barbour appointed Robinson to the board of trustees of the state’s Institutions of Higher Learning, which oversees public higher education. Britton spent more than $300,000 on the campaign, an enormous sum for a PSC race, most of which came from his own pocket. Barbour is thought to have agreed to back Robinson for lieutenant governor in the next election in return for Britton spending so lavishly on his PSC campaign.

Thousands of plant families in East Mississippi will really hurt if Kemper goes down. Not much regard here for them, but it's true. On the other hand, the rich guys in north Jackson and Madison whose portfolios are heavily invested in natural gas fields will have their interests and income protected. Some things never change.

You sound like county supervisor Paul Griffin in Madison County who always moans when progress and sensible cost cutting just happens to displace workers. As if you think this farkin' boondoggle ought to remain smoke-stackin' because we have employees and their families involved. A grand example of democrat think.

So if you believe Southern Company they decided to build a 7 billion dollar plant because Bentz, et al. thought it was a good idea? These guys are much dumber than I though. The PSC was only doing what the Gov. and MS Power were telling them to do.

When the 186,000 MS Power Co. customers see their rates go up by 40% I hope they won't forget the members of the PSC who pushed this plant through.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
