WLBT questions Sulphur Springs work. JJ obtains soil analysis.

WLBT reported on more controversy at the Sulphur Springs project near Camden:



MADISON, MS (Mississippi News Now) -

A site in eastern Madison County that is to become a sulphur springs recreational park is a subject that is up for controversy.

The 2.2 million dollar project has come under fire from critics who say it's a waste of tax payers money and also because of recent roadblocks in its construction.

Project engineers wanted to build a 16 acre lake there, but recently found the ground is not in good enough condition to do that. This is because it's basically all sand.

That means nearly 500,000 cubic yards of sand have to be removed, which will likely add more cost to the project. Rest of article.

One question about the park has been the soil analysis.  Through a public records request, JJ obtained the soil analysis and other reports for the site before construction began. County Engineer Rudy Warnock was nice enough (yes, I wrote that) to provide this note along with the report:



Burns Cooley Dennis provided the geotechnical recommendations back in 2011 for the construction of the lake. The lake was bored and BCD did determine that the site was suitable for the construction of a lake. As a matter of fact I had them reconfirm their work a second time to make sure their would be no issues. I have both the original and the supplemental report. I would be happy to turn this information over to anyone, provided the BOS is ok with the release.

Once again...its NOT Rudy fault. The BOS is all BS. If people don't like the BOS and what they do...then STOP electing them and get a new group in there. ITS THAT SIMPLE!!! but hey...I do live in a county that elected Ronnie "DUH" Lott to the BOS AND the Chancery Clerk office. I live with idiots!!!!

The report is limited to the soils investigation and recommendation for engineering of the dam. No soil borings or investigation in this report is related to the body of the lake. That is, there is nothing in this report to indicate that the bottom of the lake was investigated to see if it would hold water.
Note the sand and silty sand were found in some of the boring taken.

Not an engineer, but it looks to me like the BC report shows that there are 'silty sands' and that they have a high degree of permiability. Was there any recommendation made by BC as to the suitability of the site? Or was that left up to the county (via the county engineer) to decide if the site was suitable for use as a lake?

You make a good point. There will always be contractors trying to get bidness. Its up to the board to say yes or no.

Look, any issues with Warnock were made clear to voters in 2011. They not only sent the board back but kicked out DI Smith. Message sent. So, this is what they want. They got it. And I'm not being sarcastic. Elections have consequences.

I'll admit I don't know much about hauling sand but I've always believed a cubic yard of sand weighs about 3,000 pounds and a dump truck holds about 8 cubic yards. At that rate it'd take 62,500 loads to move 500,000 yards of sand. The BOS might want to add the cost of rebuilding whatever road the trucks travel moving the sand too. This could be
a huge expense and waste of money.

BCD did their job. There appears to be engineering and construction mistakes. My bet is the mistakes are not out of incompetence but the desire to benefit someone financially. Who is the contractor that did the original work? I notice county owned equipment is doing the work now. Isn’t it illegal for the county to do work on private property? Pretty clear from the piece the landowner is getting a benefit (leveling his property) from the dirt being place on his property.

This report has nothing to do with the lake, per se, just the dam that is to be built for the lake. You can even look at Figure 1, and none of the soil borings came from the area in the the lake... just the dam area and the lake embankments.

The borrow area borings, B-9 and B-10, those closest to the lake, with sand 1.5 feet and 6 feet below the surface and down, should have been the biggest clue that there was a tremendous amount of sand on the lake site.

Don't know what the specific request was in your FOIA, KF, but this report has nothing to do with the suitability of the site for a lake.

Gerald Steen signed the contract for this work at over $1.2 million. He voted for EVERY bill and he even asked the contractor for a campaign contribution! The man that is casting stones is trying to draw attention away from himself. Oh and Gerald said he would accept cash!!!

The board is composed mainly of crooks. Rudy is a crook. The board's relationship with Rudy is (and always has been) crooked. The only one who was not a crook was voted out. Other ex-supervisors who were crooks are in advisory capacities or either laughing. Mary is pissed.

Watching lawyers discuss engineering is liking watching that old Samsonite commercial where the gorilla is beating the hell out of the luggage...where do you morons think there is a pristine site with uniform impermeable soils (evidently the established JJ criteria for lake construction) available in the state of MS, much less Madison County? Let me help you buy a clue here...see the "borrow" site samples, that's for the dam....AND to deliver a uniform permeability to the bottom of the lake. Now that's not to say that there is a bunch of back-slapping good ole boy one hand washing the other stuff taking place here, but there is nothing in this outside of common practice

This report is related only to the dam. It does not address the impoundment area. What is the impoundment area you ask?

Trollfest '09

Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time.
