Rez bill amended

Senate Bill #2936 passed out of committee yesterday in amended form. The amended bill would turn over zoning powers to the county and municipal governments for PRVD-owned land surrounding the Reservoir. Senator Lee Yancey, R-Brandon, spoke to JJ today and said the new version of the bill reflects his original intent of reforming the zoning regulations around the reservoir. Senate Bill 2936

Reservoir homeowners have increasingly complained about a so-called ad hoc approach to zoning that reflected little, if any, long range planning. Complaints about an increasing number of rental homes have become more frequent as well as the lack of accountabililty by the unelected PRVD Board to Reservoir residents. Senator Yancey's bill will restore some balance by giving them a means of crafting zoning regulations through their elected representatives.

Of course, the members of the Rez board are appointed by ELECTED OFFICIALS, so this is a straw man argument. The people elected the folks who put the board in place, and the people can take out those elected officials if they don't like the appointments those officials make. Elected officials appoint many people to many different boards.

So as far as that argument about elected representation, that dog won't hunt.

Glad somebody brought the guy to his senses, though. The rez operation doesn't need to be dismantled just because someone with a little power has his panties in a wad. A bill that addresses his real concern (zoning) is much more appropriate.

Read the PEER report from a few years ago

SEC. 51-9-1. Pearl River Industrial Commission created.

There is hereby created the Pearl River Industrial Commission, composed of Hinds, Leake, Madison, Neshoba, Rankin and such other counties in the state through which or bordering which the Pearl River runs. The governor shall appoint one (1) member to the commission from each county from a list of three (3) names to be submitted by the board of supervisors in each participating county. The three (3) names submitted by the board of supervisors of Rankin County shall be the names of persons who reside on and are holders or residential leases from the Pearl River Valley Water Supply District which are located in Rankin County. In his appointment the governor shall designate the chairman and vice-chairman of the commission. The board of supervisors in any county through which or by which the Pearl River runs, other than those counties named above, may bring that county in as a member of the commission by resolution presented to the governor; and the board of supervisors in such county may, in its discretion, call an election prior to taking such action, said election to be held as nearly as possible in the same manner other elections are held in the county.

I heard that Yancey too has a powerful ski and skinny dipping fun boat secretly parked at a secret location in the wooded area of Flowood immediately east of the Pearl ready to launch into the Two Lakes at a moment's notice.

The boat also has a dual use. We rigged it up for Sudafed running in keeping with Rankin County tradition.

That's so nice to have the zoning issue addressed... but, where does the money collected from the leases go???(especially now that the bonds have been retired) Does the board publish audited financial statements? If so, where might I obtain a copy? Thanks.

Comments on the comments.
The money from all leases goes to the PRV, that is how they are funded. They receive NO (that is $0.00) money from the state of MS. Lease income, timber sales, campground fees, and mineral right income is what funds the PRV and pays the bills. And, lease income is the largest source of revenue. So to the folks who enjoy the rez and the nice facilities, thank a leaseholder, we pay the bills and always have.
And yes, they do produce an audited copy of their financial reports, I have copies of the last two reports. Call the PRV and ask for one.
I also don't understand the linkage people try to make with Twin Lakes, there is none. Sen Yancey is trying to help the reservoir homeowners and his actions have nothing to do with Twin Lakes.
To the person who claimed a "straw man" argument, you obviously don't live at the reservoir and have to deal with the problems the homeowners have or the situation would be clear to you.
And finally to Kingfish, I'm disappointed in the "Sudafed" cheap shot at Rankin County.

I'm sorry but the Jackson Free Press has reported that there is a linkage. When it comes to Two Lakes and the Rez they, the JFP, are the experts. Not you. Do you know why they are experts? Because they said so.

To 7:53, I made the straw man comment, and I certainly DO live on property leased from Pearl River Valley. I think they do a great job of keeping the Rez running, and the bill as originally written would have thrown the baby out with the bath water.

And by the way, Rankin County has an awfully poor track record on zoning issues--I've seen lots of places in Rankin Co. where a mobile home is situated right next to a nice, new, two-story house. So why would you want to turn the zoning decisions over to Rankin Co.?

True- lest we forget- Madison County is NOT just the Golden streets of "Madison the City" where Mayor Mary rides her Chariot- it also includes some other cities that are less Golden!

To straw man. I'm glad you are happy, the 300+ folks who showed up at the reservoir area homeowners association meeting a couple of months back were not. They were VERY angry. Primary unrest was due to the reservoir allowing a big apartment complex built where Rapids once was. But, the undercurrents were from being the victims of a long string of mistakes by the rez management. Turn down by Mac's gas and view the duplexes that were built right next to nice homes, for example...done 20 years ago. That was fought by the homeowners and the rez folks allowed them to be built despite the screams from the surrounding homeowners. I could go on.
I agree with you that the bill as originally written was bad and the bill as modified is bad. However, the arrogant attitude by the rez management that has long ignored homeowner input is what started all of the legislative flap in the first place. It is likely that the bill will not pass but at least it has the attention of the folks at the rez and that is a good thing. Got any rental homes in your neighborhood? I can show you some pictures of some, hear of the rez trying to do anything about it? NO. The rez management should be working with our legislatures to make things better, instead they have caused this whole mess by enjoying their fat little empire and not paying attention to the homeowners.

And finally to Kingfish, telling a reader to shut up in a comments area? Uncool and unprofessional. I thought you were above the fray, obviously I was wrong.

Two liters is about 67 ounces. Last I saw they were shaking 40 ouncers ;-)

To 11:54, I don't think the Rez has a "fat little empire"; in fact, a little research shows that they are among the few state agencies that actually generate money FOR the state coffers.

But I have enjoyed the preposterous solutions that Sen. Yancey and others have come up with. I think the idea of turning zoning matters over to RANKIN Co. supes is just hilarious! Let us know how that works out for you. :-)

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
